What it does
The U.S. bans sales of advanced AI chips and chipmaking tools to China.
Applies to: Exports of advanced AI chips and manufacturing equipment to China.
- Prohibit export of advanced AI accelerators and the tools to make them to China.
- Enforce against transshipment.
Where things stand
In force since October 2022, tightened repeatedly. Estimates: a U.S. hardware lead of about four years (Epoch), Chinese domestic chips trailing by three to four years through 2030 (Epoch on Huawei), U.S. compute capacity roughly ten times China's (RAND).
Why it gains ~2.5 months
Keeping the ban, rather than relaxing it now, keeps China short of chips it would otherwise buy over the year. That is worth about four weeks of lead.
Biggest unknown: Whether compute is the binding constraint on Chinese frontier progress. The gap is measured in months while the hardware gap is measured in years, which suggests it is not the only constraint.
Its effect on p(doom)
Keeps China's military and labs from getting the best U.S. chips.
Debated. Slowing China's labs may lower risk if they are less careful, but it can also sharpen the race. We rate it as no clear effect.
The strongest case that it costs more
For a lower China price: DeepSeek trained V3 on a fraction of the compute U.S. labs used and the gap did not widen. For a higher price: Epoch projects Huawei's output at under 4% of Nvidia's in 2026 and a 73-times gap in usable high-bandwidth memory, and inference-time compute is now a large part of capability. Both cases are sourced. Neither is settled.
